Board member Christian said measurable deliverables and midyear evaluations would help ensure goals influence budget and policy choices; other members argued strategic planning should underlie the goal-setting process so objectives produce actionable priorities. Board members agreed to post the draft on board materials and to return with refined, measurable language before a formal vote at the next meeting. Several members said they also want the board to budget for and launch a formal strategic-planning process this year.
