The Cornwall Central School District Board of Education approved a personnel motion Sept. 24 that included a part-time human-resources/payroll position intended to create separation of duties after internal-audit findings and to retain retiring payroll expertise on a part-time basis. Multiple board members asked why the position had not been called out in the spring budget documents, and whether adding the position midcycle reflected a proper budget-prioritization process. Board member Christian said the audit identified separation-of-duties weaknesses and that the district’s corrective-action plan described the staffing shortfall; he said the auditors do not prescribe hires but noted corrective steps were needed. Business-office staff said the part-time role (budgeted at a maximum of $35,000) had been included in the 2025–26 budget figure even though it was not separately listed on the summary sheet provided to the board in the spring. The staff explanation said the part-time hire allows reuse of a retiring payroll employee in a limited capacity to support training and separation of duties without paying full benefits. A motion to combine consent agenda items 3 and 12 passed; the motion to approve personnel item 3 and related consent items passed without recorded dissent after some board members had requested to pull items for abstention.
