Council adopts ordinance creating Municipal Property Owners Multipurpose Improvement District 41, River Rock Estates, as amended

The North Little Rock City Council adopted an ordinance establishing Municipal Property Owners Multipurpose Improvement District No. 41, River Rock Estates, approving an amendment to the draft ordinance and declaring an emergency.

Council members Robinson and Hart introduced the ordinance and Robinson offered an amendment that changed language in Section 1 and renumbered subsequent paragraphs; the amendment also deleted the last sentence in Section 1 and eliminated Section 2 while adding a sentence to Section 4. The council suspended further readings, adopted the amendment and then adopted the ordinance as amended.

Attorney Lisa Ferrell and representatives identified as Josh Ferguson and others addressed the council in support. Ferrell said she represented a client involved with the development and thanked council members for enabling continued development of housing and for improving the city's development climate: "To me, a success is allowing, my client to continue to develop and bring more, quality housing to North Little Rock." She also referenced a productive working relationship with the city's wastewater department.

Council voted to adopt the ordinance as amended. Several speakers including representatives from the development team were introduced at the meeting and the mayor and council members applauded the cooperative effort.
