The Clear Creek Independent School District Board of Trustees voted to adopt a 2025 tax rate of 96.9 cents per $100 of taxable value at its regular meeting, adopting a maintenance and operations rate of 69.9¢ and an interest and sinking (debt service) rate of 27¢. Trustee Mister McKay moved to adopt the rate, and the motion was approved.
District finance staff Miss Binzai told trustees the adopted General Fund budget includes $429,300,000 in expenditures and the Debt Service budget includes $109,950,000. She said certified taxable property values at the time of the presentation totaled approximately $32,100,000,000 and represented about a 5.3% decrease from the prior year. "This tax rate that we will be asking the Board to approve tonight is based, will be assessed on properties using the 01/01/2025 taxable values," Miss Binzai said during the presentation.
The staff presentation noted that roughly 95% of the district's properties had been certified by Harris County and Galveston County appraisal districts, and that some property remained under protest or awaiting county adjustments. The district compared its proposed rate with several nearby districts and explained that CCISD's overall rate ranks near the lower end among the sampled Houston-area districts.
Trustees asked no substantive changes to the proposal during public discussion. Mister McKay moved to adopt the rate; trustees voted in favor by voice/raised hand and no opposition was recorded.
Why it matters: the tax rate funds district operations and debt service and directly affects property owners in the district. District officials said they will continue to monitor certified values and will implement the adopted rate based on the January 1, 2025 taxable values.
Additional details: the board previously adopted the district budgets on Aug. 25; the maintained rate reflects state-imposed compression factors and local exemptions referenced in the presentation. No separate ballot measure was attached to this action.
