The Stonecrest City Council on Sept. 22 approved a second reading ordinance to amend the city's pay and classification plan to reclassify, create, and fund positions in administration, human resources, facilities, finance, municipal court and parks and recreation. City Manager Scruggs presented the request, saying it would create or reclassify roles including an assistant human resources director (pay grade 23), a facilities operations coordinator, a funded clerk of court position, and a three‑tier purchasing specialist progression as well as revenue specialist positions. Scruggs told council the proposal would convert two existing part‑time park ambassador positions into one full‑time park ambassador and leave two other part‑time positions in place. The packet shows a FY25 midyear budget adjustment tied to the changes; Scruggs explained the expected net increase for the current fiscal year is approximately $15,000 and is being managed by moving budgeted overtime into salary lines rather than a new net appropriation. Councilmember Graves asked about an "unfunded" note in the attachments; Scruggs explained one of the new purchasing specialist positions was previously unfunded and the reclassification creates a three‑level purchasing specialist series. Council voted 5–0 to approve the ordinance on second reading. The council's discussion clarified that the budget amendment tied to these FTE changes had already received a single reading earlier and staff said the second read was required by policy for FTE actions. The pay grades and the full FY26 salary impacts will be reflected in next year's budget, staff said.
