The Fremont City Schools Board of Education voted to approve contracts and staff authorizations tied to special-education services and partner agencies.
Board action: the board approved a contract with North Central Ohio Educational Service Center to provide hearing-impaired services for Fremont students and a separate contract for visually impaired services. Both contracts passed on roll-call votes after motions and seconds: item 2 was moved by Mr. Nalley and seconded by Miss Lehman; item 3 was moved by Mrs. Bloom and seconded by Miss Lewis. Roll-call votes on both motions were unanimous in the affirmative.
The board also approved a measure authorizing named Northpointe Educational Service Center employees to discipline Fremont City School students who attend instruction at Northpointe sites, where Northpointe administers the site-level procedures. The superintendent said those staff are Northpointe administrators at programs such as the School of Hope and gave the example of Tracy Foos, who —works very closely with our students— at that site. The measure (item 4) was moved by Miss Lehman and seconded by Mrs. Bloom and passed on roll call; the superintendent said there will be communication protocols between the district and Northpointe.
Separately, the board approved a procedural change to pay certain Northpointe-employed staff for attending IEP, 504 and student planning meetings at a rate of $25 per hour —not to exceed the total there,— as noted in the agenda summary. The motion to approve the additional compensation was moved by Mrs. Bloom and seconded by Mr. Nalley; the roll call was unanimously in favor. The superintendent said the change reflects an administrative procedure required by Northpointe's payroll/process differences and that the district will confirm whether the payment is processed through timecards or a contract addendum.
Discussion and context: board members asked operational questions (for example, whether Northpointe staff would be paid through the educational service center invoice or directly); the superintendent said she would confirm the procedural details with the treasurer and report back. Board members noted that the School of Hope program is run by Northpointe and that authorizing site administrators to carry out discipline is appropriate in those settings.
No dissenting votes were recorded on these items. The approvals were part of a consent agenda of personnel and contracts the board adopted during the meeting.
