City to apply for OPWC grant for West End sanitary sewer replacement; seeks council permission

The city's assistant city engineer asked Council committee for permission to submit an Ohio Public Works Commission (OPWC) grant application for a West End sanitary sewer replacement project.
Quentin Platt, assistant city engineer, described the proposed project as sewer replacement on Adams Street from High Street south to Maplewood (near Arch Avenue Park) and an extension on West Gambier Street toward the railroad and Farmers Co-op. He said some properties along Adams Street are located in Clinton Township and that the city would lead a joint project with the township; having the township partner increases the points awarded in the OPWC scoring process.
Platt said the project has a design and that preliminary cost estimates are in the $400,000 to $500,000 range. The city would seek additional funding (Community Development Block Grant or similar) to cover the remainder and anticipates contributing 5% to 10% of the project cost in cash. Platt told council staff that the city could proceed through three readings if necessary and that design refinement and additional investigation would continue before finalizing the application.
Committee did not vote on the application request during the meeting; the presentation asked only for permission to apply for OPWC funding.
