Trophy Club’s Town Council on Sept. 22 approved an updated service and assessment plan for Public Improvement District No. 1 following a bond refinancing the town says reduced debt service costs by about $4,000,000 and shortened the outstanding debt term by one year. The council also approved an ordinance finding that a separate annual emergency‑services assessment for the PID no longer provides a special benefit to the property and repealed the PID’s emergency‑services service and assessment plan.
April, a town staff member who conducted both public hearings, told the council that notice of the hearings was published on Sept. 12 and mailed to PID residents and that, to date, the town had received no public comments on either item. “To date, the town has not received any public comments on this item,” April said during the PID service‑plan presentation. During the hearing on emergency services assessments she said, “Beginning with this tax cycle, PID residents will now be billed for fire services in the same manner as all other trophy club residents.”
Staff said the PID bonds were refinanced in 2025 and the refinancing reduced total debt service by approximately $4,000,000 over the life of the debt and shortened the outstanding term by one year. The service and assessment plan must be approved annually; April noted that the refinancing was the main substantive change in the current update.
On the emergency‑services assessment, staff explained that the town partnered with Trophy Club Municipal Utility District No. 1 to expand the MUD boundaries to include the PID; as a consequence, fire services will be billed through the MUD tax roll and separate PID assessments for emergency services will cease. April said that because of that change, future public hearings on the emergency‑services assessment will no longer be required.
Council members closed the public hearings with no speakers and voted to approve both ordinances. The council approved ordinance 2025‑13 updating the PID service and assessment plan and approved the ordinance repealing the PID emergency‑services assessment; both measures passed without recorded public opposition.
Staff will implement the updated plan and the billing change for fire services in the upcoming tax cycle.
