Council authorizes utility easement and agreement to extend water line at 708 East Jackson

The El Campo City Council on Sept. 22 approved two related measures to extend the city water system at 708 East Jackson: Resolution R2025-46 authorizing acquisition of a public utility easement for the property and Resolution R2025-47 approving an agreement with property owner Titan Investor Group LLC for the city to provide labor and equipment to extend utilities.
City staff described the easement as necessary to extend the citys water main outside the Texas Department of Transportation (TxDOT) right-of-way to serve the corner at Wharton Street and East Jackson. Staff said the easement will allow the city to tie the line into another circulating main on the opposite side of the alignment and to place a fire hydrant to improve fire protection and water quality testing in the area.
Crystal (city staff) explained the financial arrangement on the record: Titan Investor Group would remit payment for the 65-foot water-line extension and the city would contribute funding for the installation of a fire hydrant with a valve. On the record staff gave two amounts during the discussion: one statement listed Titans payment as $25,462.40 and the city contribution for the hydrant as $7,125; a later staff clarification in the transcript stated the water-line portion as $25,004.62 and listed a total cost figure of $32,005.87. The council approved the easement and the agreement by motion, second and voice vote.
Council members asked whether there was existing service along that section and whether the hydrant was needed for fire protection; staff responded that no service currently existed along that segment and that the hydrant would address a local fire-protection gap.
Staff told the council that permits and site readiness were in place and that the developer had not provided a firm construction schedule but appeared ready to proceed. The council recorded approval of both resolutions without a roll-call tally in the transcript.
