Parks master plan headed to Common Council; staff expects adoption resolution July 28

Matthew Moyers, special projects manager for Elkhart Parks and Recreation, told the board on July 15 that the department will present its parks master plan to the Elkhart Common Council and is asking the council to adopt a resolution endorsing the plan.
Moyers said he expects the resolution to pass "without a hitch" and that staff will shift to capital project assistance and finalize manuals and procedure documents once the master plan adoption is complete. He identified July 28 as the anticipated date for the Common Council presentation.
Board members asked for confirmation of the date and Moyers repeated the target of July 28 in the meeting record. The board did not take a separate vote on the master plan at the July 15 meeting; Moyers described the coming council step as the next action.
If the Common Council adopts a resolution, parks staff said they will proceed into the implementation phase, focusing on capital projects called out in the plan and completing administrative manuals.
