Board signs updated RICO contract after legal revisions

"So you guys approved this at the last meeting, contingent on chief just by legal. What we didn't ask you to do last time was delegate your signing authority. So it's here in front of you not to approve, but really to sign for us at this point, as is with all the changes that were made," Rivera said.
