The Ouray County Board of County Commissioners on Sept. 23 authorized the chair to sign an affordable housing services administrator contract with the Home Trust and approved the fiscal-impact form.
Andrea Sokolowski, who identified herself as executive director of Home Trust of Ouray County, told commissioners the organization has hired Eva Henson as housing services director. Henson, based in Durango, is scheduled to start Oct. 14 and brings experience in restriction administration and regulatory compliance, including work managing deed-restricted units in Frisco and contract work with Regional Housing Alliance of La Plata County and Castlewood Partners.
Sokolowski said Henson will be in the region at least twice a month, will overlap with Impact Development's services in late October, and will support lotteries and resales for deed-restricted units. The Home Trust obtained grant funding that covers the administrator position through Oct. 31, 2027; the county had earlier budgeted $50,000 for 2025 that staff expect will not be needed because of the grant.
Commissioners noted Ridgeway had already approved the contract and that the city might still propose minor edits. The board approved the motion to authorize the chair’s signature, subject to no additional changes from the city or legal counsel; the motion carried unanimously.
