On the first item the director described two combined scopes: repairs and rerouting of an existing sewer segment that crosses beneath a fuel station on Hamilton Road and a mainline extension along East Johnstown Road to serve two Gahanna parcels currently on septic. Council asked whether the two East Johnstown parcels were related to a previously discussed pre‑annexation agreement; the director confirmed they are not and said the two parcels would tie into the same sewer heading toward Morris Road.
The second item—permission to bid cleaning and CCTV work—was presented as part of the city’s MS4 and sanitary sewer O EPA (capacity management, operations and maintenance) obligations; staff said the work would support compliance with permit commitments. Council had no further questions and agreed to consent.
On the third item the director recommended acceptance of Crescent Circle improvements (storm, sanitary and roadway) near the Sheets development and new apartments; staff said the contractor had passed inspections and was addressing punch‑list items. The committee agreed to put the acceptance ordinance on first reading and on consent at the later date stated by the chair.
All three items were presented for permission to advertise or acceptance; the committee moved the sewer and cleaning/televising items to consent and placed Crescent Circle on first reading with consent on the twentieth, per the chair’s directions. No formal votes were recorded in committee minutes during the Sept. 22 session.
