The Finance and Personnel Committee heard a request from the administration to increase the 2025 appropriation by $20,000 to cover the city’s revenue-sharing obligation under the LAACHS Kershaw Green water agreement.
Under the annexation terms and agreement presented, the city bills Kershaw Green customers at the LAACHS water rate and remits half that revenue back to LAACHS for 15 years. The administration budgeted $25,000 for the city’s 2025 share, but higher-than-expected occupancy and water consumption in the development has already exceeded that amount, the mayor and staff said.
Mayor Patterson said several phases of the Kershaw Green complex filled faster than modeled, increasing water demand. The administration described the appropriation as routine budget work to keep the city’s accounts aligned with contractual obligations; the committee discussed the request and asked clarifying questions about the drivers of increased use.
The committee did not take a final vote Monday; staff said the request will be processed through the usual appropriation and budget controls.
