The recommendation matters because alternates can attend meetings and vote when regular members are absent, and often step into regular seats when vacancies occur. The board encouraged alternates to attend meetings regularly so they are prepared to fill in.
During the interview, Reid introduced herself and gave military background information. “My name is Daphne Dixon Reid. My address is 602 Franklin Street or Franklin Avenue here in Oldsmar 34677,” she said. She told the board she joined the U.S. military in May 1985 and retired in August 2023, and that she has served in the National Guard and reserves. Reid said she is active in local veterans groups, including the VFW and the American Legion, and that she wants to serve on the advisory board to support veterans in Oldsmar.
Board members described the alternate position and asked whether she could attend meetings regularly. One board member thanked Reid for her service and said, "Thank you for your long and faithful service to The United States and I appreciate you wanting to be part of our board." The board then moved to recommend her appointment; members voted in favor and the chair said the board would forward the recommendation to the City Council.
Board staff told Reid the City Council meeting that will receive the recommendation is scheduled for Oct. 7; staff also said applicants do not have to attend the council meeting but may if they wish. The board noted alternates are expected to attend meetings so they can step in when regular members miss sessions.
The recommendation is advisory only; final appointment depends on the City Council’s action.
