City Clerk Deborah presented proposed changes to the recruitment and appointment process for city boards and commissions. Staff proposed moving from multiple ad‑hoc recruitments to a semiannual cycle (spring and fall), aligning some panel start dates to January 1 and others to July 1, and having a mayoral subcommittee (two council members or the mayor/pro tem) confirm whether eligible incumbents require interviews or may be reappointed without posting.
The revised schedule would create a predictable recruitment timeline: confirm subcommittee and interview dates, advertise in October for January terms, hold interviews in November, and onboard new members in December. Staff said the changes aim to reduce administrative burden, create a consistent outreach window and improve onboarding.
Council discussion: members supported the efficiency gains. Mayor Pro Tem Charles Grimm, Councilman Joe Carter and others complimented staff for streamlining. Councilman Joe Carter asked about the original reason for staggering; staff said staggers reflected historical start dates that accumulated over time. Two council members (Joe Carter and Mayor Pro Tem Charles Grimm) volunteered to serve on the subcommittee for the current cycle, and staff said they will return the ordinance and resolution for action at the next business meeting.
