Mattson told council the changes do not increase current costs; the city will continue contributions to its existing 457(b) plan and the manager’s previously budgeted retirement contributions would be directed into the 457(f) account.
Mattson said the 401(a) is available as a tool in the future and does not require immediate city contributions. The staff recommendation was framed as creating flexibility for future recruitment and retention without increasing near‑term expenditures.
Council had no substantive objections and did not take a formal vote at the workshop; the item will return for action as a resolution and ordinance as required by the formal process.
