Committee adds emergency clause to personnel manual on working from home

The Policy and Procedures Committee voted on Sept. 22 to add a short clause to the personnel manual clarifying the county’s stance on working from home: routine remote work is not authorized in the manual, but department heads retain discretion to allow limited, emergency work-from-home on a case-by-case basis.
Staff explained that the committee previously discussed leaving long-term telework decisions to department heads. At the meeting staff proposed a brief addition to the personnel manual that would "cover us" and make the county’s default position clear for employees and supervisors who do not attend committee meetings.
Committee members discussed scenarios in which limited remote work could be appropriate—examples included emergency notification duties or brief, two-hour tasks conducted while an employee is otherwise offsite—and emphasized that the county does not intend to authorize regular full workdays from home. Members also raised supervision and monitoring questions for remote work and noted not all employees have laptops or home access that would permit remote work.
The committee voted to add the line to the manual; staff said the change is technically a policy change and will be sent to legislative committee for review before final consideration by the full commission.
