At its Sept. 22, 2025, meeting, the Library Board of Trustees Personnel Committee set a timeline and process for the annual evaluation of the library director and opened evaluations to staff, while tabling approval of the Nov. 21, 2024, personnel committee meeting minutes.
The committee said the director’s goals are drawn from the library’s strategic plan and annual action plans, and the evaluation will use the quarter‑three action plan as the basis for assessing progress. Committee members described the evaluation form as the result of several iterations, from paper forms to a Google form that compiles responses.
Committee members said they intend to send the evaluation forms in mid‑November and use a two‑week response window; the draft form on the table lists a late‑November due date. The committee discussed reminders and the tendency for responses to come quickly after distribution or after a follow‑up reminder. The committee will compile results, prepare a summary, and present a recommendation to the full board for a vote.
The committee confirmed that the evaluation will include both the director and the broader staff. The process is anonymous: the committee reported it can see only how many responses were submitted, not who submitted them. The committee plans to ask librarians and the circulation supervisor specifically to complete an expanded second section addressing collection development, programming and other librarian responsibilities.
Members noted uneven staff participation in prior years and said the committee uses recurring staff comments to identify concerns. The committee also discussed that the director’s performance goals are embedded in the strategic plan’s action items rather than maintained as a separate goals list.
For scheduling, the committee picked Tuesday, Dec. 8, 2025, at 5:30 p.m. for a personnel committee meeting to review completed evaluations and finalize the summary to bring to the board; the committee indicated the full board’s December meeting currently appears on the calendar for Dec. 22, 2025. The committee said that, after the board takes action, staff will inform the city human resources office of the board’s recommendation.
The committee tabled action on approving the Nov. 21, 2024, personnel committee minutes at the start of the meeting. The meeting was adjourned at 5:55 p.m.
