County awards standby generator contract to Mid Florida Diesel for Catalyst reclamation facility

County commissioners voted Sept. 22 to award RFP 2025-30 and authorized the chair to execute a contract with Mid Florida Diesel Incorporated for standby power equipment at the Catalyst industrial park reclamation facility, pending county attorney review.
The low bidder was recommended by the project's subconsultant after the county received two quotes for the standby generator; commissioners approved the award on a voice vote.
"We got 2 quotes. Mid Florida Diesel was the low quote and vetted by the subconsultant and recommended for award," Mr. Furrier, county project staff, said during the meeting. Commissioners asked about generator specifications and size; Mr. Furrier and other staff said the exact kilowatt rating was not stated in the meeting and that they would bring that technical information back to the commission. "We'll bring it back to you," a staff member said.
Commissioner White moved to award to the low bidder, Mid Florida Diesel; Commissioner Perkins seconded. The motion carried on a voice vote recorded as 5-0. The contract signature was authorized "pending county attorney review," as stated in the agenda language.
Meeting discussion noted the equipment is three-phase and that price and technical compliance were vetted by the project's subconsultant. Commissioners asked staff clarifying questions about specifications and prior procurement history; staff replied that the MBR portion of the plant had previously been procured from Veolia and that the standby generator procurement followed the RFP process described in the agenda packet.
Staff will finalize contract documents and return any additional technical details to the commission alongside the contract and county attorney review.
