Council adopts ordinance allowing up to three stacked Class C grower licenses and sets dispensary hours to 10 p.m.

The Roseville City Council on Sept. 23 adopted an ordinance amending the City Code to allow up to three stacked Class C marijuana grower licenses for entities that currently hold Class C licenses and to set the hours of operation for medical provisioning centers and adult-use dispensaries to 10 p.m.

City Attorney Tomlinson said state law permits up to five stacked licenses but the council directed staff to draft an ordinance limiting the city’s allowance to three. The ordinance applies only to existing Class C grower license holders, Tomlinson said, and includes standard repeal, severability and effective-date provisions.

The ordinance also amended local operating hours for medical and adult-use provisioning centers to 10 p.m., a compromise from a business request for 11 p.m., Tomlinson said.

Councilman Knox moved to adopt the ordinance and Councilman Shoemaker seconded. The council voted in favor and the ordinance was adopted as presented.

Why it matters: The change alters the number of stacked grower licenses permitted locally and sets later retail hours for provisioning centers and dispensaries; both affect local businesses that participate in the state-licensed marijuana industry.

Council made no further amendments during the public meeting; the ordinance includes standard severability language and an effective date as printed in the draft presented to council.
