Decatur County approves easement for solar project's electrical line; industrial park utility updates offered

On Sept. 23, 2014 the Decatur County Board of Commissioners unanimously approved an easement for a 25-foot underground electrical line at the Decatur County Industrial Park to serve a proposed 156-acre solar project, contingent on approval by the Georgia Department of Transportation. Rick McCaskill, executive director of the Development Authority, described the project and its expected revenue.
The vote came after McCaskill asked the board to approve the easement; Commissioner Dr. Butch Mosely moved to approve the request pending Georgia Department of Transportation approval, and Commissioner Russell Smith seconded. All present commissioners voted yes.
County Administrator Gary Breedlove told the board that the industrial park water system was “99% complete” with a few punch-list items remaining and that he planned a ceremony next week at the water system and water tower. Breedlove also updated commissioners on plans to install an 8-inch natural gas line at the industrial park and on debris removal from SIPS at the Industrial Air Park. The board did not take separate formal votes on those utility updates.
McCaskill said the solar development “looks very solid and would generate approximately $40 million in tax dollars beginning in the year 2015.” The board’s approval was limited to granting the easement; McCaskill and County Administrator Breedlove noted the easement’s implementation requires Georgia Department of Transportation authorization and follow-up work by county staff and utility contractors.
The board’s approval directs staff to proceed with the easement paperwork and to coordinate with GDOT and the Development Authority on next steps; no construction timetable was adopted at the meeting.
