Council hears introductions for police vehicle‑replacement and events funds

Deputy Mayor Danielle Kerry Tolan introduced two ordinances Tuesday to create dedicated non‑reverting funds for police operations: one to hold insurance recoveries and other receipts for vehicle replacement, and another to manage receipts and disbursements tied to special events requiring police services. Why it matters: The vehicle replacement fund (proposed fund 272) is intended to receive insurance proceeds or other reimbursements related to police vehicle damage or disposal so those dollars can be used only to replace vehicles rather than flow into the general fund. The events fund (proposed fund 245) would collect revenues from large events and pay overtime or contracted officers for policing at those events, providing clearer accounting and timelier payments. Tolan said both funds are non‑reverting: money deposited remains available in the fund until used for the specified purpose. The police vehicle replacement fund was described as a cleaner accounting mechanism when insurance dollars are recovered; the events fund is for passes‑through of event revenue and payments to officers, including officers from other municipalities when those officers are engaged.
