Council approves easement and utility agreement to extend water line to 708 E. Jackson

The El Campo City Council on Sept. 22 approved Resolution R2025‑46 to acquire a public‑utility easement at 708 East Jackson and Resolution R2025‑47 authorizing an agreement with Titan Investor Group LLC for city labor and equipment to extend water utilities to that property. City staff explained the easement will allow a developer to extend a public water line outside the Texas Department of Transportation easement to a corner parcel at Wharton Street and East Jackson that currently lacks water service. The extension will enable future connections along South East Jackson and allow the water system to tie into an existing circulation line on the opposite side of the right‑of‑way. Under the agreement with Titan Investor Group LLC, Titan will remit $25,462.40 to the city for a 65‑foot extension of the water line. The city will contribute $7,125 for installation of a fire hydrant with valve, which staff said is necessary because the area presently lacks adequate fire‑control infrastructure. Staff described the total project cost as $32,005.87; council approved the agreement after a motion and second and the mayor announced the motion passed. Staff said the developer has signed required agreements and that executing the easement and the Titan agreement permits the city to install the line and hydrant now instead of later, which staff described as more cost‑effective. Staff noted Titan is building another project in Wharton County and has not yet provided a specific construction schedule; staff said permits are ready and the developer appears prepared to proceed. Council discussion included questions about exact alignment relative to nearby businesses and confirmation that a fire hydrant will be installed. No formal objections were recorded; both resolutions were approved by voice vote at the meeting.
