Behavioral Health Authority to re-award Partners in Health indigent care funds after RFP; $310,000 available in current solicitation

The Bernalillo County Behavioral Health Authority (BHA) asked the Board of County Commissioners on Sept. 23 to authorize the county manager to award professional services agreements resulting from a recent solicitation for the Partners in Health indigent care fund.
Background and purpose: The Partners in Health fund is supported by a one-eighth of 1% gross receipts tax and provides about $1 million annually to support primary medical and dental care for medically indigent Bernalillo County residents who do not qualify for Medicaid. Four providers were previously funded under an earlier RFP; those agreements expired June 30, 2025, and management of the fund moved to BHA on July 1, 2025.
Procurement steps: Under BHA procurement procedures, two $100,000 professional service agreements were executed from a multi-award RFP (RFP 46-24-EM) to cover part of the prior providers’ work, leaving $310,000 available. BHA issued a new RFP (10-26-EM) on Aug. 4, 2025 to solicit providers for the remaining $310,000; the RFP closed Sept. 10 and BHA expects to award one or more offers with agreements running through June 30, 2026.
Why it matters: BHA staff told commissioners demand for indigent primary and dental care is rising and that current allocations do not meet need. The requested authorization would allow the county manager to execute awards under the solicitation and any subsequent agreements consistent with county procurement rules.
Outcome: Commissioners approved the request to authorize the county manager to award agreements resulting from the RFP under administrative resolution 2023-77; the file shows no item-specific dollar vote was taken in public aside from the recorded approval of the motion to grant authority.
