Rosenberg council approves $4.14 million bid for Theater Ditch South Channel flood project

Rosenberg City Council on Tuesday voted to award bid number 2026-04B to DVL Enterprises LLC for $4,140,000 to build the Theater Ditch South Channel improvements, a federally funded Community Development Block Grant — Mitigation (CDBG MIT) drainage project intended to reduce local flooding.
The project is included in the city’s fiscal year 2024 capital improvement plan and would concrete-line the ditch from north of Avenue to the area near the airport, according to staff. Staff recommended waiving a bidding informality after identifying a $1,000 mathematical error in one submittal that did not change the lowest-bid status, and attached an engineer’s recommendation from Wade (Costello LLC) supporting the award.
Council and staff described the work as largely constrained by a limited right-of-way that requires a concrete channel. The contract term noted on the bid is 365 calendar days. Staff told the council the scope includes regrading the Theater Ditch south from the high point near the church north of the old bowling alley and installing the concrete channel and associated crossings.
Councilmembers asked about traffic and access impacts. Councilmember Hector asked whether the work would affect traffic on Avenue Inn; staff said that this particular contract likely would not affect Avenue Inn but that other parts of the larger project would. Councilmember Richard asked whether property owners had been notified; staff confirmed the city will notify residents and use door-hanger notices and that road crossings removed for construction will be replaced when work is complete.
A resident in attendance asked whether crews could access the area behind the old bowling alley; staff said they have permission to work behind that property. The staff presentation said the project is funded with CDBG MIT grant funds and will be executed under the city’s contract documents; if approved the DVL Enterprises proposal will be attached as Exhibit A to Resolution R-3952.
The council moved to approve Resolution R-3952; the council voted in favor and the motion carried. Councilmember Hector said during debate, “I think it's a great project, and it's gonna help future flooding in town.”
City leaders said the council will review the broader Theater Ditch project in a later portion of the meeting with a more detailed map and live Q&A for residents.
