Trustees debate cabinet attendance at meetings and FOIA timing; some members call for fuller access to administrators

Trustees at the Sept. 22 Board of Education meeting debated whether cabinet members should routinely attend open meetings to answer trustee questions. Several board members said cabinet attendance helps trustees obtain timely information; the superintendent said cabinet members attend when there are agenda items directly related to their responsibilities.
Board member Melissa Kelly Black asked why some cabinet members have not been present at recent meetings and said unanswered advance questions have limited trustees' ability to make informed votes. Superintendent Dan Bridges replied that cabinet members attend when they have a specific presentation or when board members have submitted questions in advance about that cabinet member's area; he offered to take member questions and follow up when necessary.
Trustee responses split. Several members (including Christine Gerke and Joe Kosminski) said they respect the superintendent's operational discretion to limit cabinet attendance to relevant agenda items and agreed that advance questions help staff prepare. Other trustees, and public commenters during the meeting, framed regular cabinet attendance as an accountability measure and urged more proactive presence for key finance and operational staff when monthly reports are on the agenda.
Separately, Kelly Black raised a perceived FOIA timing compliance issue relating to a request she said was submitted Sept. 3 and not yet fulfilled. District officials replied that Patton serves as the district's FOIA compliance officer, that extensions are allowed under the law, and that staff would investigate and respond to her concerns.
Several trustees also raised concerns about the level of detail in meeting minutes, especially closed‑session minutes, arguing they are too minimal for future reference. One trustee renewed a request that documents used in closed sessions be provided to trustees in advance whenever possible to support accurate minutes and future accountability.
No formal policy change was adopted Sept. 22; the superintendent said he will continue to coordinate responses to trustee questions, bring relevant cabinet members when necessary and follow up on FOIA and minutes concerns.
