The staff member said preloading would not increase the county's annual outlay but would make funds immediately available for new participants. “Well, right now, it's a $600 contribution from the county. And, of course, the employees can put in the matching funds,” the staff member said. Commissioners discussed whether a formal vote was required; the staff member said they would send an advisory to the plan administrator asking whether the county can preload the $600 and would report back.
No formal ordinance or policy change was adopted at the meeting. Commissioners instructed staff to check administration details — including who would administer the plan and whether preloading is permitted under plan rules — and to return with written advice so the board could confirm implementation during October open enrollment.
