Eureka City Council on Sept. 22 unanimously adopted Ordinance No. 2025-09-22-01, amending Chapter 10 of the Eureka City Municipal Code to establish procedures and development standards for subdivisions. Mayor Tony Deaver presided over the meeting at city hall.
The measure updates the city’s subdivision rules to include standardized drawings for road cross-sections, utility locations and other engineering details, council members said. The council moved to adopt the ordinance after a brief discussion and a recommendation from staff and the planning commission.
The ordinance matters because it creates a single, codified set of technical standards the city will use when reviewing new subdivisions and when staff and outside engineers prepare development plans. Council members and staff said the new rules are intended to reduce uncertainty for developers and make inspections and enforcement more consistent.
During the public discussion, Dan from Jones and Demille (public works/engineering consultant) said the proposal contains standard drawings for road and utility layouts and that pavement preservation work informing the transportation map is largely complete. Council members asked staff to coordinate a follow-up to reconcile the new ordinance text with related design criteria recently adopted for subdivisions.
Council members also discussed next steps for implementing the design standards, with Mayor Tony Deaver asking staff to work with Shay Morrison, the city’s community advisor, on any conflicts between the new ordinance and recently passed design-criteria changes. No amendments were proposed at the meeting.
A formal motion to adopt Ordinance No. 2025-09-22-01 passed by unanimous voice vote. The council directed staff to coordinate with Ludlow Engineering and other consultants as needed to produce the standard drawings and to return to council with any recommended clarifications.
The ordinance takes effect according to the timeline specified in the municipal code; staff will post the updated Chapter 10 and the standard drawings once finalized.
