A resident, Kathy Guest, submitted a property survey and a request to purchase railroad property in front of her parcel. Council reviewed the survey copies and discussed whether the survey included sufficient detail to prepare a deed and calculate price.
Why it matters: the city charges $0.30 per square foot for railroad property unless the parcel is buildable; accurate square footage and legal descriptions are required before the city can calculate a sale price or draft a deed.
Patricia (staff) said the map included a deed description on the back that lists square-foot figures for two parcels: Parcel 1 at 1,649.07 square feet and Parcel 2 at 3,137.32 square feet. Brad confirmed the city charges 30 cents per square foot for railroad property and that parcels should not be subdivided to reduce price. "30¢ a square foot. Unless it's a buildable piece," Brad said.
Council agreed to table action until the applicant provides the full survey and legal descriptions so the city can calculate price and prepare a deed. The staff estimated the combined area at 4,786.39 square feet and calculated a sample price of $1,435.92 based on the $0.30 per-square-foot rate; the council noted parcels associated with different owners may need separate transactions.
Next step: applicant to supply a completed survey with clear legal descriptions; council will consider pricing and deed preparation at the regular meeting when the documentation is complete.
