Pennington County planners recommended, and the planning commission approved, an amendment (COPU25-0007) to allow a manager’s residence within an existing planned unit development that contains rental cabins, a stage, restrooms and a swimming pool. Staff recommended approval, and the commission approved the recommendation with 35 conditions.
Planner Megan Talmadge said the manager’s residence must meet 25-foot setbacks and will require a building permit. "They have requested to build a new on-site wastewater treatment system for this particular manager's residence," she said, and staff found the proposed residence to be "in harmony with the surrounding area."
Commission discussion noted that other nearby properties historically included manager residences and that the county recently updated its commercial zoning ordinance to allow manager residences as a use by right for established commercial uses, though staff said that change "isn't effective until the 20 third." Commission members said that allowing the manager’s residence now avoids repeated applications where the use is consistent with surrounding lots.
A motion to approve COPU25-0007 with 35 conditions carried on a voice vote. The commission’s recommendation will be forwarded to the Board of Commissioners for final action.
The planning department said the applicant must obtain required permits and demonstrate compliance with setbacks and wastewater requirements before constructing the manager’s residence.
