Platte County Commissioners on Sept. 22 unanimously approved two change orders paid from American Rescue Plan Act funds to finish a sheriff’s office parking-lot project and to add mechanical work to a countywide HVAC contract.

County Administrator Wes Minder told the commission the first change order with McConnell Associates covered repairs to exterior parking-lot lights and restoration work tied to recent resurfacing at the sheriff’s office and should close out that contract. The board approved the change order by a 3-0 vote.

Minder described the second change order, with IHP Industrial, as roughly $113,000 and covering several items not included in the original contract: an electrical panel to service prior work, installation of a mini-split for additional cooling at the sheriff’s office and replacement of air-handling unit No. 1 at the courthouse, which Minder said is nearing the end of its useful life. Minder told commissioners the courthouse work was timed to coincide with an ongoing renovation because it would be more efficient than returning later. The commission approved that change order 3-0.

Both items were presented as business action items during a short special meeting called to address management and implementation of ARPA-funded projects. The administrator characterized the McConnell change order as a contract closeout; he characterized the IHP change order as a supplemental expense to address equipment reaching the end of its useful life and to add capacity identified during renovation.

No dollar amount was presented for the McConnell change order in the meeting record. The IHP change order amount was described as "approximately $113,000." The transcript does not show further discussion of budget offsets, reporting requirements, or required outside approvals.

The special meeting began at 10:16 a.m. and concluded at 10:19 a.m. with unanimous votes on the agenda, the consent calendar and the two ARPA change orders.
