A city parks worker raised concerns at the Sept. 22 Safety Harbor special meeting about a consultant's classification changes that split 'level 2' positions and produced unequal pay; Human Resources said staff would review placements with the employee outside the public meeting.
During public comment at the Safety Harbor City Commission special meeting on Sept. 22, 2025, Dwayne Robbins said a consultant's recent classification review split staff within the same pay grade so that employees designated as "2" are not all paid equally.
Robbins said he works in horticulture within Parks and Leisure and that when the consultant completed an assessment (reported as March 30 in the meeting), positions that previously had been grouped together were separated so that some "2" classifications received different pay treatment. He asked the commission and staff why the classifications were split.
Human Resources Director Michelle Pazewitz responded that the question involved how specific positions were placed following the consultant’s recommendations and that the meeting was not the best forum for a detailed personnel review. Pazewitz offered to meet with Robbins outside the meeting to go over placement recommendations and individual questions.
No formal action, vote or directive was recorded to change classifications during the meeting. The item was noted on the record and staff offered a follow‑up conversation to review the consultant’s placement recommendations.
