Legal counsel Vic Whitney and staff reminded commissioners that any meeting of a quorum must be publicly noticed under Ohio’s open‑meeting rules; commissioners discussed using smaller, publicly noticed work sessions or three‑member informational meetings while avoiding quorum formation without public notice.
The commission asked staff to return with options for scheduled, noticed work sessions and for guidance on how commissioners can coordinate with staff without creating unpublicized deliberations. No policy change was made; staff committed to earlier packet circulation where possible.
