Council adds parcels to community reinvestment area at East Cleveland border to enable tax abatement

The committee approved an emergency ordinance on Sept. 22 to amend the city’s Community Reinvestment Area (CRA) boundaries to add three parcels at the East Cleveland/Cleveland border so they are eligible for tax abatement under the CRA program. Councilmember Griffin and Councilmember Harrison sponsored the ordinance.
The amendment read into the record added two parcel numbers that were created by lot split and consolidation: 120‑33‑079 and 120‑33‑080 (in addition to parcel 120‑33‑077). The change authorizes those parcels to join the CRA area that already falls within the program area and makes them eligible for tax‑abatement incentives under the applicable CRA ordinance references.
The council president described the area as a neighborhood that has seen little recent investment and said adding parcels would help encourage redevelopment. Committee members approved the amendment and the ordinance will be heard by full council for consideration that evening.
