Commission questions transit agreement as county shifts to Scout service

Sanford commissioners discussed item B, an agreement between the city and Lynx (regional transit provider), on Sept. 22 and asked whether the city had considered the county's new Scout on-demand transit service in its funding and planning.
A city official told commissioners, "We are not. Although I have had conversations with the county manager about their analysis, and we're going to be looking to do an analysis to see also if we think that we should continue with LINCS." That official said the county is evaluating Scout and the city will watch the results during the year-long trial period.
Commissioners raised concerns that well-intentioned program design may not reach the underprivileged communities that rely on fixed-route service. One commissioner noted that public meetings held by the county were scheduled during daytime hours and might not reach people who need the service most, and urged the county and city staff to promote Scout on city channels. A commissioner also said the service is free during the current month and encouraged residents to try it to generate usage data.
City staff said they have discussed the county's analysis with the county manager and will monitor whether to continue fixed-route service in areas served by Lynx, without committing to immediate changes. The commission did not amend the Lynx agreement at the Sept. 22 meeting; after discussion item B remained on the consent agenda for approval with other items.
