The council’s finance committee on Sept. 22 approved multiple emergency ordinances authorizing Port Control to enter into non‑competitive or requirement contracts for proprietary replacement parts and maintenance, roofing public improvements, lease amendments and temporary equipment/staffing for snow and ice removal.
Assistant Director Frank Williams summarized the package of items that Port Control presented: proprietary replacement parts and labor agreements with manufacturers and dealers to maintain heavy equipment used for airport operations and snow removal (ordinances 9‑51 through 9‑53 and 9‑66), a roof maintenance and repair public improvement contract for airport buildings (ordinance 9‑54), an amended lease with tenant Big Play LLC at Burke Lakefront Airport (ordinance 9‑65), and a supplemental services contract to furnish temporary staff and equipment during snow events to meet FAA Part 139 requirements.
Williams said parts and service contracts ensure availability of repair parts, training, and maintenance for heavy equipment used in snow and ice control, ramp operations and other airport functions, with several contracts estimated at roughly $30,000–$60,000 annually depending on vendor and equipment. He described the supplemental snow‑and‑ice contract as “full staff augmentation, equipment and materials” used only when needed to cover vacancies or equipment outages; when used, temporary workers must complete airport badging and federal background checks required for airside access.
Committee members asked whether the city could hire more full‑time staff rather than contract for supplemental snow services; Williams said the supplemental contract is intended only for peak needs, staffing shortfalls or emergency events (for example, a severe illness outbreak). Council members also confirmed that any contracted workers would be badged and cleared per FAA rules.
Beyond the procurement items, council members raised a separate operational issue about a roughly 170‑acre parcel near the airport that was proposed for a stadium site. A councilmember asked whether Port Control or airport planning had studied that land for airport use; Williams said the airport’s master‑planning process in 2020 considered how that property could be used for airport purposes if it had been acquired. Council discussion framed that as a broader planning and land‑use question to be addressed in subsequent hearings; no action was taken on land acquisition.
All port control ordinances on the committee agenda were approved by the committee and will proceed for signatures or further action as required.
