Council adopts Vista Lucia prezoning and development-agreement ordinances

The Gonzales City Council on Sept. 15 adopted two ordinances that advance the Vista Lucia planned-development project: a prezoning ordinance and a companion development agreement between the City of Gonzales and Cielo Grande Ranch LLC.

Mayor Pro Tem Tembley Silva read the ordinance titles and the staff presentation summarized the two items: the prezoning ordinance establishes zoning districts as designated in the Vista Lucia Specific Plan; the development agreement addresses timing, payment of impact fees, agricultural mitigation and other project business arrangements. Staff described the development agreement as the ordinance’s companion document that sets obligations and scheduling as the project proceeds.

The council took separate votes. After public comment closed, a motion was made to adopt the prezoning ordinance; the motion passed and the mayor announced "Motion carries." The council then moved and adopted the development-agreement ordinance in a separate action; the mayor again announced that the motion carried.

Why it matters: Prezoning and a development agreement are standard steps that set the regulatory zoning map for the project area and define the legal framework for developer obligations and timing. Staff advised council members during the presentation that policy decisions on mitigation, fees and timing had been incorporated into the development agreement.

Next steps: With adoption of the ordinances, staff may proceed with the project’s implementation consistent with the Vista Lucia Specific Plan and the terms of the development agreement. The ordinances were adopted as read and no additional action was taken at the meeting.
