Council authorizes contract to complete Old Town Park skate-park elements

The Talent City Council authorized the city manager pro tem to sign a public improvements contract with Steelhead Concrete Construction LLC on Sept. 17 to finish remaining elements of the Old Town Park skate park project, with a not-to-exceed contract amount of $88,618.

City staff said the contract covers replacement or repair of sidewalks along Main Street frontage, a large pavilion backing up to John Street, a smaller pavilion near the skate bowl entrance, a grade-matching ADA ramp into the bowl, repairs to the existing pavilion, a retaining wall and hand railing at a significant rear grade change, and related sitework. Staff said the improvements will support park use and make the facility safer and more accessible.

Public-works staff reported Steelhead Concrete was the most responsive of three bidders solicited under the city’s public-improvement procurement rules. The city indicated some of the ramp and smaller improvements will be completed before the HarvestFest; larger pavilion construction will follow and is scheduled after the skate classic event.

Councilor Coley moved to authorize the contract; the motion passed on roll call. Staff noted the project is nearing final completion and that retainage and a final inspection remain part of the closeout process.

Outcome: contract authorization with a not-to-exceed amount of $88,618 and direction to proceed with the work under city procurement procedures.
