Tempe View principal brings $50,000 donor promissory note and $78,000 estimate to fix field infield

Principal Momi Tuo told the Provo City School Board on Sept. 19 that Tempe View’s baseball infield is uneven, drains poorly and creates scheduling and safety problems for the program. Tuo presented a quote from contractor DuraEdge that estimates about $78,000 to remove existing sod and topsoil, install soil and a classic infield mix, laser-grade the surface and correct grade differences in baselines and the outfield. The quote also lists a separate pitcher's-mound repair option. Tuo said a donor has submitted a promissory note for $50,000 toward the infield work and that the school would pursue fundraising to cover the balance. She asked the board to consider the request; no board vote was held. Business Administrator Devin Daley said such donations and expenditures would come to the board when the district is receiving or spending more than $50,000. “If it is over $50,000, we would have to do an RFP unless DuraEdge is a state contract,” Daley told the board. Board staff later said DuraEdge no longer holds a state contract and procurement staff are evaluating next steps. Board discussion noted a roughly six-week vendor lead time after approval and that, under some schedules, work might slip to spring if ground freezes. DuraEdge emailed that, with approval, it can be on site about six weeks out and that the work takes about two weeks; company representatives and staff also said worst-case scheduling could lengthen that timeline. Tuo and staff said the project includes a fundraising plan to cover the $28,000 difference and that some site work on the outfield and pitcher’s mound could be completed with district/citizen labor. Because the proposed payment or contract could exceed the $50,000 threshold, staff said they will prepare procurement options and bring the item back to the board at a future business meeting for formal action.
