Trustees approved Doctor Amy Lemaster as San Angelo ISD’s executive director of human resources in a unanimous 7–0 vote Tuesday. Doctor Moran recommended Lemaster to the board and said she has served in San Angelo ISD and other districts as a teacher, instructional coach, assistant principal and principal; the board motion to approve was made by Mrs. Duncan and seconded by Mrs. Maisel Flint.
Human resources director Peg Griffin gave a data‑heavy report on staffing and certification. Griffin said SAISD hired 95 teachers for the school year; 91 are certified and 9% are in the process of obtaining certification. For teachers new to the profession, the district employed 31 such teachers this year and 77% of them are certified; 23% are in the process of earning certification either through alternative programs or pending out‑of‑state approvals. Griffin told trustees the district has about 790 teachers in total, with roughly 96% certified and 4% in the certification process.
Griffin described multiple district programs to address staffing needs: alternative certification pathways, the district’s partnership with Angelo State University (RAM residents), clinical student teachers, and Grow Your Own programs. She warned that statewide hiring pressures are broad: she said TEA reported that in 2024–25, 56% of teachers new to the profession statewide were uncertified.
Board members thanked Griffin for the report and praised the HR team’s interim support while the district completed its HR search. Trustees discussed continuing recruitment and support for staff; Doctor Moran and others said the board will back resource requests that help staffing and instruction.
No further action was required on the HR report beyond the appointment vote.
