Norfolk County accepts multiple retirements, approves warrants; HR director to depart Sept. 24

Norfolk County commissioners on Sept. 17 approved notices of retirement for several employees and approved payroll and expense warrants covering county and school accounts. The board accepted retirement notices for Chris Goldsmith (RSVP volunteer coordinator, effective Oct. 10, 2025), Joseph Feeney (foreman carpenter, effective Sept. 30, 2025), and John McCoy (Land Court administrator, registry of deeds, effective Oct. 31, 2025). The board also approved the hiring/appointment of Isabelle Matua as a seasonal golf associate, effective Aug. 31, 2025. The commission approved payroll and expense warrant lists presented at the meeting: county payroll warrant 26-11 for $148,201.41; school payroll warrant 26-11536 for $400,746.09; county expense line 090326 for $99,670.18; and school expense line 26-03a for $117,414.14. Each warrant motion carried on a voice vote with "All in favor? Aye." County staff reported the human resources director, Michelle (last name not stated in the record), will leave the county on Sept. 24. The county director said the county has retained consultant Michael McGovern to work with Michelle over the coming weeks to ensure a smooth transition; staff said McGovern is expected on site about three times per week while recruitment continues. The director told commissioners that applications to date are mainly from nonprofit and private-sector candidates and that Michelle has prepared a binder of standard operating procedures for the role to aid the incoming employee. The Norfolk County Retirement Board also announced an in-person meeting on Sept. 22 at 10 a.m.; county staff said they plan to attend to review upcoming actuarial calculations.
