Liberty County adopts 2025 joint comprehensive plan after state review

The Liberty County Board of Commissioners voted to approve the 2025 Liberty County Joint Comprehensive Plan after the Georgia Department of Community Affairs (DCA) completed its review.
County staff told commissioners the final draft, previously provided to each commissioner in July, reflected only minor edits requested by DCA, including clarifications to work programs and map labels. Planning staff said no material changes were made since the earlier presentations to the board and the seven cities that participated in the plan.
The joint comprehensive plan will serve as the countywide guide for land use and local planning for the next 10 years, officials said. Planning director Joseph Mosley (staff) told the board he had taken the plan to six of the participating cities and expected to present to the remaining city next week before finalizing the interjurisdictional adoption.
Commissioner action: A commissioner moved to approve the resolution adopting the 2025 Liberty County joint comprehensive plan; the motion was seconded and approved by a show of hands. Commissioners thanked staff for the work and noted the plan is posted in full at lcpc.org for public review.
The county’s planning office will proceed with required next steps for implementation and coordination with the cities that coauthored the joint plan. Staff emphasized the plan is intended to guide local policies and projects for the coming decade and that maps and program lists were the primary items adjusted at DCA’s request.
