Findlay panel moves fueling stations, oil-change shops and small-box retail to conditional review

The City Planning Commission voted unanimously to recommend that the city amend the zoning code to reclassify several higher-impact uses as conditional rather than permitted in specified districts, giving the city case-by-case review authority and the ability to impose site-specific conditions.

Staff said the change would move fueling stations, oil-change facilities and small-box retail stores in the C-2 commercial district into the conditional-use category and move self-storage facilities in the I-1 light industrial district to conditional use. "These conditional use changes move certain high impact uses from permitted to conditional to allow case-by-case review and impose site-specific conditions," Jacob, CPC staff, said in introducing the item.

Commissioners said the amendments are intended to preserve flexibility for community development and to avoid clustering higher-intensity uses on every corner. "I don't want fueling stations and oil changes on every single corner, when those properties could be used for other things that may be conducive to the community and just overall... aesthetics," a commissioner said. The commission noted staff will add a definition for "small-box retail" (generally tied to square footage and use; examples cited included dollar stores) before final ordinance drafting.

A motion to recommend approval as written passed by voice vote after brief discussion; a commissioner noted that pawn shops and car washes had been omitted from the recommendation at the committee level and would not be included in the current amendment. After the commission vote the recommendation will proceed to Planning & Zoning for formal ordinance drafting and public hearings.
