Carrollton-Farmers Branch trustees workshop on goal progress measures, draft guardrails; district recommends emergent bilingual focus

Carrollton-Farmers Branch ISD trustees spent their Sept. 18 work-study meeting reviewing draft goal progress measures and drafting values-based guardrails, with outside governance consultants and district staff recommending three GPMs focused on emergent bilingual students and advising more frequent progress reporting to the board.

The discussion, led by Tamara Harrington of the nonprofit Commit Partnership and district staff including a presenter identified as Chris and Miss Holcomb, centered on how the board-owned goals and superintendent-owned progress measures will align, how assessments (STAAR, NWEA MAP, district interims and vendor products such as MAP/i-Ready) will be used as progress indicators, and how the board’s values should be translated into measurable guardrails.

Why it matters: trustees heard specific percentage targets the administration recommends for key subgroups and were asked to decide which measures the board wants on the monitoring calendar. Those choices will shape budget and staffing decisions and determine what district leaders must prioritize and report on to the board and community.
