The Prattville Planning Commission approved the preliminary plat for Little Peach Plat 1, a single commercial lot totaling 1.54 acres on Howard Murphy Drive, at its Aug. 21, 2025 meeting. The applicant is High Caliber Properties LLC with Alabama Land Surveyors Inc. listed as representative.
The vote followed a staff presentation and brief public comment. A city staff member told the commission that sidewalks are not required on that side of Howard Murphy Drive because the requirement applies only to arterial and collector streets under the ALDOT road classification. The staff member said the plat could technically be approved administratively but was placed on the commission agenda because it was already scheduled. In the meeting, civil engineer David Slocum, representing the developer, said, “This will be a physical therapy office for children,” and that the project team plans to submit construction plans in a couple of weeks.
Why it matters: the approval clears the way for a new commercial use on a previously undeveloped lot and confirms staff and the commission view that sidewalks are not required there under state road-class rules, which affects pedestrian access requirements and the applicant’s design obligations.
Commission and public discussion focused narrowly on whether a sidewalk waiver was needed. A staff member clarified: “They’re not requesting a waiver. They’re not required on that side. They’re already in on the other side of the street.” Slocum added that the facility will have a small fenced playground in the rear but that most activity will occur inside the building.
The commission opened a public hearing, accepted Slocum’s brief remarks, and then closed the hearing. A resolution (Preliminary Plat — Little Peach Plat 1, dated 08/21/2025) was read into the record. A motion to approve the resolution passed after commissioners signaled “aye” by raising their hands; no roll-call tallies were recorded in the transcript.
Next steps: Slocum said the design team will prepare and submit site plans in the coming weeks; the commission’s approval was for the preliminary plat. Further staff review and permitting will follow the submittal of detailed plans.
