Commission approves 49.9-acre-foot freshwater pond for Russell Goffian property

The Williams County Planning and Zoning Commission approved a conditional use permit for a freshwater holding pond on land associated with Russell Goffian, planning staff said. The permit covers a pond with a reported storage volume of about 49.9 acre-feet intended for use in oil-well production.
Planning staff described the site as a portion of a 151-acre parent parcel located in the southeast of the northeast of Section 5, Township 157 North, Range 100 West (Athens Township). The applicant reported the pond footprint will be approximately 500 by 235 feet, lined with a plastic liner, fenced, and have seeded berms for erosion control. The applicant described a riser and mobile transfer equipment to connect the pond to a nearby pad; the water source was identified as the Blue Ridge Industrial Well. Access to the site is off U.S. Highway 85, the staff presentation said.
The commission opened a public hearing and received no public comments. Commissioners moved and seconded approval; a roll call vote recorded unanimous support and the permit was approved. The record shows the board discussed standard permit conditions including erosion control and that the site will be subject to any required water-board approvals.
The approved permit allows the applicant to construct and operate the freshwater holding pond subject to conditions required by county planning and the applicable water authorities.
