The draft LDC section 5.30.25 permits hens only (no roosters) where residences exist and are not used as vacation rentals; setbacks and coop size limits are set to match accessory structure rules, and covenants and deed restrictions will continue to supersede county allowances. Chapter 14 of the county code of ordinances will implement operational rules: limits on the number of hens, coop security, sanitation, pest control, disposal of dead birds, and a requirement that applicants complete a UF/IFAS‑style backyard‑chickens training course before obtaining a one‑time county permit. Staff said the UF/IFAS course is being developed in coordination with the county and will be ready by the adoption hearing. Commissioners and speakers discussed outreach and the need to clearly explain the permit and training requirement to avoid people acquiring birds before course availability; the commission voted to recommend approval and forward the amendment for board action.
