That determination matters because access, not an environmental or regulatory bar, had stalled an earlier procurement effort. The chair told the committee that TDEC and the Army Corps “have clearly stated there are no regulatory restrictions preventing restoration work on the structure itself, and there are no restrictions on access of the structure.” The committee reviewed updated project maps showing proposed access routes outside identified easement and wetland-mitigation buffers.
