Project scope and procurement: County staff said the One Water South program will include a new wastewater treatment plant, a super pump station capable of pumping more than 22 million gallons per day, and the necessary conveyance pipeline work to serve the South Central area. The county is using a progressive design‑build delivery method and has previously approved phases 1A and 1B; the new modification funds moving into active construction packages and completes additional design deliverables. Staff said owner‑direct purchases for long‑lead items have saved nearly $1 million in taxes.
Equity and DBE participation: The county noted current reported DWBE (disadvantaged/women/minority business enterprise) participation of 7.83% based on paid invoices and said the contractor is continuing to pursue higher participation to meet established goals.
Budget and approvals: The modification increases the contract amount by $64,581,816.94; staff also requested a fiscal‑year 2025 budget amendment to realign internal funds within Water Resources (with no change to the adopted FY25 capital improvement program total). The board approved the contract modification and the related budget amendments.
What was said: Lisa Ray, Water Resources, described the progressive design‑build advantages, including the ability to begin construction while completing later design phases and to expedite delivery. She said construction will begin along portions of Balm Road and on county‑owned property. "As we move forward with this, we're gonna be starting to see some construction right along Balm Road," Ray said.
Next steps: County staff said guaranteed maximum price (GMP) packages will return to the board for approval as design advances and individual work packages are ready for procurement. The county will continue monitoring DBE participation and permitting and bring future GMPs and construction documents to the board for authorization.
